1. The name of the organisation shall be TECHNICAL ACTIVITY CENTER.
Objects and aims of the organisation:
2. The objectives of the organisation are:
(a) To encourage and facilitate a practical approach to science and engineering, with the purpose of generating a technical interests in the students of I.T., B.H.U.
(b) To initiate projects, organise events, on its own and in collaboration with other organisations, so as to promote a atmosphere of practical learning in I.T.,B.H.U..
(c) To organise related activities so as to generate funds or develop specific skills in students as required for the functioning and growth of T.A.C.. This may include conducting workshops or executing consultancy work for organizations in a symbiotic manner.
3. In addition to the basic objects of the organisation, the objects and purposes of the organisation shall be deemed to include:
(a) the purchase, taking on lease or in exchange, and the hiring or otherwise acquiring of any real or personal property that may be deemed necessary or convenient for any of the objects or purposes of the organisation;
(b) the construction, maintenance, and alteration of building or works necessary or convenient for any of the objects or purposes of the organisation;
(c) the taking of such steps from time to time as the committee or the members in general meeting may deem expedient for the purposes of procuring contributions to the funds of the organisation, whether by way of donation, subscriptions, or otherwise;
(d) the printing and publishing of such newspapers, periodicals, leaflets, or other documents as the committee or the members in general meeting may think desirable for the promotion of the objects and purposes of the organisation;
(e) the borrowing and raising of money in such manner and on such terms as the committee may think fit or as may be approved or directed by resolution passed at a general meeting; and securing the repayment of money so raised or borrowed or the payment of a debt or liability of the organisation by giving mortgages, charges or securities upon or over all or any of the real or personal property of the organisation;
(f) the investment of any moneys of the organisation not immediately required for any of its objects or purposes in such a manner as the committee may from time to time determine;
(g) the establishment and support or aiding in the establishment or support, of any other organisation formed for any of the basic objects of the organisation such as chapter of BRiCS, IIT Kanpur;
Membership of organisation
4. (1) Any student of Institute of Technology Banaras Hindu University shall be eligible for the general membership of the organisation.
(2) His admission as a member is approved by the executive committee.
(3) A nomination of a student for general membership of the organisation -
(a) shall be made in writing, signed by two existing members of the organisation;
(b) shall be accompanied by the written consent of the person nominated (which may be endorsed on the form on nomination); and
(c) shall be lodged with the Secretary of the organisation.
(5) As soon as is practicable after the receipt of a nomination, the G.Secretary shall refer the nomination to the executive committee.
(6) Upon a nomination being approved by the executive committee, the G.Secretary shall, with as little delay as possible, notify the nominee, that he has been approved for membership of the organisation and shall enter the nominee's name in a register of members to be kept by the G.Secretary, whereupon the nominee becomes a member of the organisation.
(7) A member of the organisation may, at any time, resign from the organisation by delivering or sending by post to the Secretary a written notice of resignation.
(8) Upon receipt of a notice under sub-rule (6) of this rule, the G.Secretary shall remove the name of the member by whom the notice was given from the register of members, whereupon that member ceases to be a member of the organisation.
(9) A right, privilege, or obligation of a person by virtue of his membership of the organisation -
(a) is not capable of being transferred or transmitted to another person
(b) terminates upon the cessation of his membership, whether by resignation, or otherwise.
(10) Members are not liable to contribute towards payment of liabilities of the organisation on a winding up.
Income and Property of the organisation
5. (1) The income and property of the organisation,
however derived, shall be applied solely towards
the promotion of the objects and purposes of the organisation and no portion thereof shall be paid or transferred, directly or indirectly, by dividend, bonus, or otherwise to any member of the organisation.
(2) The organisation shall not -
(a) appoint a person who is a member of the committee to any office to the holder of which there is payable any remuneration by way of salary, fees, or allowances; or
(b) pay to any such person any remuneration or other benefit in money or money's worth (other than the repayment of out-of-pocket expenses).
(3) Nothing in the foregoing provisions of this rule prevents the payment in good faith to a servant or member of the organisation of -
(a)remuneration in return for services actually rendered to the organisation by the servant or member or for goods supplied to the organisation by the servant or member in the ordinary course of business;
(b) interest at current bank overdraft rate on money lent; or
Accounts of receipts, expenditure etc.
6. (1) True accounts shall be kept -
(a) of all sums of money received and expended by
the organisation and the matter in respect of which the receipt or expenditure takes place; and
(b) of the property, credits, and liabilities of the organisation.
It will be the responsibility of the treasurer to maintain the accounts. At the end of the academic year the treasurer will facilitate the verification of account books by the appointee of the executive council.
And subject to any reasonable restrictions as to time and manner of inspecting them that may be imposed by the organisation for the time being, these accounts shall be open to the inspection of the executive members of the organisation.
At the end of every academic year the Executive Council shall by agreement appoint a nominee to review the accounts of the year.
Banking and Finance of the organisation
7. (1) The Treasurer of the organisation shall, on behalf
of the organisation; receive all moneys paid to the organisation etc., by the Treasurer as soon as possible after receipt therefore.
(2) The Treasurer of the organisation shall faithfully keep all general records, accounting books, and records of receipt and expenditure connected with the operations and business of the organisation in such form and manner as the committee may direct.
(3) The Accounts, books, and records referred to in sub-rule (2) of this rule shall be kept at the organisation's office or at such other place as the committee may decide.
(5) No cheques shall be drawn on the organisation's account except for the payment of expenditure that has been authorised by the committee.
Annual General Meeting
8. (1) The organisation shall, in each year, hold an
annual general meeting.
(2) The annual general meeting shall be held on the day as the committee may determine.
(3) The annual general meeting shall be in addition to any other general meetings that may be held in the same year.
(4) The annual general meeting shall be specified as such in the notice convening it.
(5) The ordinary business of the annual general meeting shall be -
(a) to confirm the minutes of the last proceeding annual general meeting and of any general meeting held since that meeting;
(b) to receive from the committee of the organisation reports upon the transactions of the organisation during the last year;
(c) to elect the officers of the organisation and the ordinary committee men;
(6) The annual general meeting may transact special business of which notice is given in accordance with these rules.
Special General Meeting
9. (1) The committee may, whenever it thinks fit, convene
a special general meeting of the organisation.
(2) The committee shall, on the requisition in writing of not less than seven members, convene a special general meeting of the organisation.
(3) A requisition for a special general meeting shall state the objects of the meeting and shall be signed by the requisitionist and deposited at the office of the organisation and may consist of several documents in the like form, each signed by one or more of the requisitionists.
Notice of General Meetings
10. The Secretary of the organisation shall, before the
date fixed for holding a general meeting of the organ-
isation cause to notify members specifying
the place, day, and time for the holding of the meeting, and the nature of the business to be transacted thereat.
Affairs of organisation to be managed by the committee
11. (1) The affairs of the organisation shall be managed by
a committee of management constituted as provided
in rule 17.
(2) The committee -
(a) shall control and manage the business and affairs of the organisation;
(b) may, subject to these rules, exercise all such powers and functions as may be exercised by the organisation other than those powers and functions that are required by these rules to be exercised by general meetings of members of the organisation; and
(c) subject to the Act and these rules, has power to perform all such acts and things as appear to the committee to be essential for the proper management of the business and affairs of the organisation.
Officers of the organisation
12. (1) The executive officers of the organisation shall be -
(a) a Treasurer
(b) a Chairman;
(c) a Vice-Chairmain;
(d) Four Student co-ordinators;
(e) a student General Secretary
(f) Prof In-charge I.T. main workshops
(g) Workshop Superintendent
(2) Each officer of the organisation is eligible for re-nomination.
(3) In the event of a casual vacancy in any office mentioned in sub-rule (1) of this rule, the committee may appoint one of its members to the vacant office, and the member so appointed may continue in office up to and including the conclusion of the annual general meeting next following the date of his appointment.
Constitution of the Executive Committee
13. (1) The Executive Committee shall consist of -
(a) the executive officers of the organisation
(2) Each committeeman shall, subject to these rules is eligible for renomination.
(3) In the event of a casual vacancy occurring in the office of ordinary committeeman, the committee may appoint a member of the organisation to fill the vacancy, and the member so appointed shall hold office, subject to these rules until the conclusion of the annual general meeting next following the date of his appointment.
Election of Members of Committee
14. 1) The Student General Secy. shall be nominated by
the Chairman. at the beginning of the acadmic year
2) The student executive members shall be nominated
by the Student Gen. Secy and should be approved
by the faculty members on the Executive
Council, however the final choice in this matter shall be of the Chairman.
3) The term of a Chairman will be of three years. At
the end of three years the outgoing chairman shall
nominate a new Chairman. If he so wishes he may
continue in office unless removed by vote of Exec.
Council.
4) A Chairman is empowered to appoint his own Vice-
Chairman and Treasurer.
Vacation of Office
15. For the purposes of these rules, the office of an
officer of the organisation or of an ordinary committee person becomes vacant if the officer or committeeman -
(a) resigns his office by writing under his hand addressed to the committee;
(b) leaves Institute of Technology, BHU.
(c) fails, without leave granted by the committee, to attend three consecutive meetings of the committee;
(d) ceases to be a member of the organisation.
Disclosure of Interest in Contracts, etc.
16. (1) A member of the committee who is interested in any
contract or arrangement made or proposed to be
made with the organisation shall disclose his
interest at the first meeting of the committee at which the contract or arrangement is first taken into consideration, if his interest then exists, or, in any other case, at the first meeting of the committee after the acquisition of his interest.
(2) If a member of the committee becomes interested in a contract or arrangement after it is made or entered into he shall disclose his interest at the first meeting of the committee after he becomes so interested.
(3) No member of the committee shall vote as a member of the committee in respect of any contract or arrangement in which he is interested and if he does so vote his vote shall not be counted.
Sub-committees and Executive Committee
17. (1) The committee may at any time appoint a sub-
committee from the committee as it may think fit
and shall prescribe the powers and functions
thereon.
(2) The committee may co-opt as members of a sub-committee such persons as it thinks fit, whether or not those persons are members of the organisation but a person so co-opted is not entitled to vote.
(3) Three appointed members of a sub-committee constitute a quorum at a meeting of the sub-committee.
(4) The Secretary or Joint Secretary of the organisation is responsible for calling meetings of a sub-committee.
(5) Notice of each sub-committee meeting shall be served on each member of the sub-committee by delivering to him at a reasonable time before the meeting at his usual or last-known place of abode in time to reach him in due course of post before the date of the meeting.
(6) The Secretary, the Joint Secretary, the Treasurer, the Student Co-ordinators constitute an executive committee, which may issue instructions in matters of urgency connected with the management of the affairs of the organisation during the intervals between meetings of the committee, and where any such instructions are issued shall report thereon to the next meeting of the committee.
Notices
18. A notice may be served by or on behalf of the organisation upon any member either personally, electronically, or by sending it through the post in a prepaid letter addressed to the member at his usual or last-known place of abode.
Expulsion of Members
19. (1) Subject to this rule, the Exec. committee may expel a
member from the organisation if, in the opinion of the committee the member has been guilty of conduct detrimental to the interests of the organisation.
(2) The expulsion of a member pursuant to sub-rule (1) of this rule does not take effect:
(a) if the member exercises his right of appeal under this rule, until the conclusion of the Exec. Council meeting convened to hear the appeal, whichever is the later date.
(3) At a special general meeting convened for the purpose of this rule -
(a) no business other than the question of the expulsion shall be transacted;
(b) the committee may place before the meeting details of the grounds of the expulsion and the committee's reasons for the expulsion;
(c) the expelled member shall be given an opportunity to be heard and
(4) If at the meeting a majority of the Exec. members present vote in favour of the lifting of the expulsion, the expulsion shall be deemed to have been lifted and the expelled member is entitled to continue his membership of the organisation.
(5) If at the special general meeting a majority of the members present vote in favour of the confirmation of expulsion, the expulsion takes effect, and the expelled member ceases to be a member of the organisation.
Alteration of the Constitution
21. (1) The rules may be amended by resolution passed by a
two thirds majority of members voting at
a Exec Council meeting with a full attendance.
(2) Notice of the proposed amendment shall be included in the notice calling the Special General Meeting.
(3) An alteration of the objects, purposes or rules is of no effect until a copy of the alteration is lodged with the Director, Institute of Technology, BHU.
Seal of the organisation
22. (1) The seal of the organisation shall be in the form
of a rubber stamp, inscribed with the name of the organisation encircling the word "Seal".
(2) The seal of the organisation shall not be affixed to any instrument except by the authority of the committee and the affixing thereof shall be attested by the signatures of one of the executive officer of the organisation or such other person as the committee may appoint for that purpose, and that attestation is sufficient for all purposes that the seal was affixed by authority of the committee.
(3) The seal shall remain in the custody of the Secretary.
Dissolution of organisation
23. The amount which remains after such dissolution and
the satisfaction of all debts and liabilities shall be paid
and applied by the Committee in accordance with
their powers to any fund, institution or authority. All physical properties of the organisation may then be handed over to the any other organisation existing at that time, within the institute with objectives similar to T.A.C.

BRiCS stands for "Build Robots Create Science", the imaginary "i" representing the spirit of innovation, imagination and interactivity that we wish to inculcate in the children of today. BRiCS was born out of the philosophy that we learn better by doing things. This spirit of Constructivism forms the central theme around which the activities of BRiCS have evolved.
BRiCS was initially started at IIT Kanpur, in which the idea of teaching science through actual model building was thought to be the better way to the just theoretical teaching in the classes.
This idea of BRiCS was further extended to various different other Institutes including Institute of Technology, BHU, Varanasi.
BRiCSters visit various schools teaching active science to the students in the guise of ROBOTICS. In this, the basic principles of Science are transformed into working models so that the students could see the applications of these basics in real life time. This also helps in nurturing the imaginations and creativity of the students so that they could express their new ideas and dreams to the world.
Innovation and creativity is the life of science and the need of the world of tomorrow, and BRiCS is a step towards that future.
